Read the details in 265.20 Exemptions, subsection 13.<\/span><\/h4>\n<p>13. Possession of pistols and revolvers by a person who is a<br \/>\nnonresident of this state while attending or traveling to or from, an<br \/>\norganized competitive pistol match or league competition under auspices<br \/>\nof, or approved by, the National Rifle Association and in which he is a<br \/>\ncompetitor, within forty-eight hours of such event or by a person who is<br \/>\na non-resident of the state while attending or traveling to or from an<br \/>\norganized match sanctioned by the International Handgun Metallic<br \/>\nSilhouette Association and in which he is a competitor, within<br \/>\nforty-eight hours of such event, provided that he has not been<br \/>\npreviously convicted of a felony or a crime which, if committed in New<br \/>\nYork, would constitute a felony, and further provided that the pistols<br \/>\nor revolvers are transported unloaded in a locked opaque container<br \/>\ntogether with a copy of the match program, match schedule or match<br \/>\nregistration card. Such documentation shall constitute prima facie<br \/>\nevidence of exemption, providing that such person also has in his<br \/>\npossession a pistol license or firearms registration card issued in<br \/>\naccordance with the laws of his place of residence. For purposes of this<br \/>\nsubdivision, a person licensed in a jurisdiction which does not<br \/>\nauthorize such license by a person who has been previously convicted of<br \/>\na felony shall be presumed to have no prior conviction. The<br \/>\nsuperintendent of state police shall annually review the laws of<br \/>\njurisdictions within the United States and Canada with respect to the<br \/>\napplicable requirements for licensing or registration of firearms and<br \/>\nshall publish a list of those jurisdictions which prohibit possession of<br \/>\na firearm by a person previously convicted of a felony or crimes which<br \/>\nif committed in New York state would constitute a felony.<\/p>\n<h4><\/h4>\n<h4><span style=\"text-decoration: underline;\">Youth Shooters age 12 to 15 want to shoot rifle or shotgun at our range? 265.20 exemption says you can, if supervised by parent or guardian.<\/span><\/h4>\n<p>7. Possession, at an indoor or outdoor shooting range for the\u00a0 purpose<br \/>\nof\u00a0 loading\u00a0 and\u00a0 firing, of a rifle or shotgun, the propelling force of<br \/>\nwhich is gunpowder by <span style=\"color: #ff0000;\">a person under sixteen years of age but not\u00a0 under<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 twelve, under the immediate supervision, guidance and instruction of<\/span> (a)<br \/>\na\u00a0 duly commissioned officer of the United States army, navy, air force,<br \/>\nmarine corps or coast guard, or of the national guard of\u00a0 the\u00a0 state\u00a0 of<br \/>\nNew York; or (b) a duly qualified adult citizen of the United States who<br \/>\nhas\u00a0 been\u00a0 granted a certificate as an instructor in small arms practice<br \/>\nissued by the United States army, navy, air force or marine corps, or by<br \/>\nthe adjutant general of this state, or by the national rifle association<br \/>\nof America, a not-for-profit corporation duly organized under\u00a0 the\u00a0 laws<br \/>\nof\u00a0 this\u00a0 state;\u00a0 or <span style=\"color: #ff0000;\">(c) a parent, guardian, <span style=\"color: #0000ff;\">or a person over the age of<\/span><\/span><br \/>\n<span style=\"color: #0000ff;\"> \u00a0 eighteen designated in writing by such parent or guardian who shall have<\/span><br \/>\n<span style=\"color: #0000ff;\"> a certificate of qualification in responsible hunting, including safety,<\/span><br \/>\n<span style=\"color: #0000ff;\"> ethics, and landowner relations-hunter relations, issued or\u00a0 honored\u00a0 by<\/span><br \/>\n<span style=\"color: #0000ff;\"> the\u00a0 department\u00a0 of\u00a0 environmental\u00a0 conservation; or<\/span> (d) an agent of the<br \/>\ndepartment of environmental conservation appointed to conduct courses in<br \/>\nresponsible\u00a0 hunting\u00a0 practices\u00a0 pursuant\u00a0 to\u00a0 article\u00a0 eleven\u00a0 of\u00a0\u00a0 the<br \/>\nenvironmental conservation law.<\/p>\n<h4><span style=\"text-decoration: underline;\">Two adults, each licensed with pistol permit, want to shoot each others pistols at our range? 265.20 exemption 7a says you can, when supervised by each other.<\/span><\/h4>\n<p>7-a.\u00a0 Possession and use, at an indoor or outdoor pistol range located<br \/>\nin or on premises owned or occupied by a duly incorporated\u00a0 organization<br \/>\norganized\u00a0 for\u00a0 conservation\u00a0 purposes or to foster proficiency in small<br \/>\narms or at a target pistol shooting competition under the auspices of or<br \/>\napproved\u00a0 by\u00a0 the\u00a0 national rifle association for the purpose of loading<br \/>\nand firing the same, by<span style=\"color: #ff0000;\"> a person duly licensed to possess\u00a0 a\u00a0 pistol\u00a0 or<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 revolver\u00a0 pursuant\u00a0 to\u00a0 section\u00a0 400.00\u00a0 or\u00a0 400.01 of this chapter of a<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 pistol or revolver duly so licensed to another person who is present\u00a0 at<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 the time.<\/span><\/p>\n<h4><span style=\"text-decoration: underline;\">Person A is licensed with NYS pistol permit. Person B has applied for a pistol permit in Chenango County and waiting for the approval process. Person B wants to shoot person A&#8217;s pistols at our duly incorporated range? 265.20 exemption 7b says you can.\u00a0 <\/span>Here is a link to NY Penal code Article 400: <a href=\"http:\/\/ypdcrime.com\/penal.law\/article400.htm?zoom_highlight=400\" target=\"_blank\" rel=\"noopener\">http:\/\/ypdcrime.com\/penal.law\/article400.htm?zoom_highlight=400<\/a><\/h4>\n<p>7-b.\u00a0 Possession and use, at an indoor or outdoor pistol range located<br \/>\nin or on premises owned or occupied by a duly incorporated\u00a0 organization<br \/>\norganized\u00a0 for\u00a0 conservation\u00a0 purposes or to foster proficiency in small<br \/>\narms or at a target pistol shooting competition under the auspices of or<br \/>\napproved by the national rifle association for the\u00a0 purpose\u00a0 of\u00a0 loading<br \/>\nand\u00a0 firing\u00a0 the\u00a0 same,\u00a0 by\u00a0<span style=\"color: #ff0000;\"> a\u00a0 person\u00a0 who has applied for a license to<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 possess a pistol or revolver<\/span> <span style=\"color: #0000ff;\">and pre-license possession<\/span> of same pursuant<br \/>\nto section 400.00 or 400.01 of this chapter, who has not been previously<br \/>\ndenied a license, been previously\u00a0 convicted\u00a0 of\u00a0 a\u00a0 felony\u00a0 or\u00a0 serious<br \/>\noffense, and who does not appear to be, or pose a threat to be, a danger<br \/>\nto\u00a0 himself\u00a0 or\u00a0 to others, and who has been approved for possession and<br \/>\nuse herein in accordance with section 400.00 or 400.01 of this\u00a0 chapter;<br \/>\nprovided\u00a0 however, that <span style=\"color: #ff0000;\">such possession shall be of a pistol or revolver<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 duly licensed to and shall be used under the supervision,\u00a0 guidance\u00a0 and<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 instruction\u00a0\u00a0 of,\u00a0\u00a0 a\u00a0 person<\/span>\u00a0 specified\u00a0 in\u00a0 paragraph\u00a0 seven\u00a0 of\u00a0 this<br \/>\nsubdivision and provided further that such possession and use be\u00a0 within<br \/>\nthe\u00a0 jurisdiction of the licensing officer with whom the person has made<br \/>\napplication therefor or within the jurisdiction of the superintendent of<br \/>\nstate police in the case of a retired sworn member of\u00a0 the\u00a0 division\u00a0 of<br \/>\nstate\u00a0 police\u00a0 who has made an application pursuant to section 400.01 of<br \/>\nthis chapter.<\/p>\n<h4><span style=\"text-decoration: underline;\">Youth Shooters age 14 to 20 want to shoot pistol\u00a0at our range? Yes you can, if\u00a0supervised by licensed parent, guardian or instructor:<\/span>\u00a0find 265.20 exemption 7e.<\/h4>\n<p>7-e. Possession and use of a pistol\u00a0 or\u00a0 revolver,\u00a0 at\u00a0 an\u00a0 indoor\u00a0 or<br \/>\noutdoor\u00a0 pistol\u00a0 range\u00a0 located in or on premises owned or occupied by a<br \/>\nduly incorporated organization organized for conservation purposes or to<br \/>\nfoster proficiency\u00a0 in\u00a0 small\u00a0 arms\u00a0 or\u00a0 at\u00a0 a\u00a0 target\u00a0 pistol\u00a0 shooting<br \/>\ncompetition\u00a0 under\u00a0 the\u00a0 auspices\u00a0 of\u00a0 or\u00a0 approved by an association or<br \/>\norganization described in paragraph 7-a\u00a0 of\u00a0 this\u00a0 subdivision\u00a0 for\u00a0 the<br \/>\npurpose\u00a0 of\u00a0 loading\u00a0 and\u00a0 firing the same by <span style=\"color: #ff0000;\">a person at least fourteen<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 years of age but under the age of twenty-one<\/span> who has not been previously<br \/>\nconvicted of a felony or serious offense, and who does not appear to be,<br \/>\nor pose a threat to be, a danger\u00a0 to\u00a0 himself\u00a0 or\u00a0 to\u00a0 others;\u00a0 provided<br \/>\nhowever,\u00a0 that\u00a0 <span style=\"color: #ff0000;\">such\u00a0 possession\u00a0 shall\u00a0 be of a pistol or revolver duly<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 licensed to and shall be used under the immediate supervision,\u00a0 guidance<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 and\u00a0 instruction\u00a0 of,\u00a0 a\u00a0 person\u00a0 specified\u00a0 in\u00a0 paragraph seven of this<\/span><br \/>\n<span style=\"color: #ff0000;\">\u00a0 subdivision.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>DISCLAIMER: I am not a lawyer.
